This standpipe, per the Library of Congress, was actually intended for the West Philadelphia Water Works at 35th and Sycamore (the 24th Ward Water Works). The statue on the top in this lithograph from 1853 is of George Washington; when the standpipe was complete in 1855, from a design by Birkinbine and Trotter, it was without the statue. The standpipe was pulled down in 1870.
